
Tony Phillips has a PhD in Biochemistry, and worked for 30 years as a scientist in the UK Ministry of Defence, on CB defence. This included research on bacterial pathogens, detection and identification methodology, and simulant field trials. For a decade he led UK government technical support to CW and BW arms control and CB export controls and latterly anti-terrorism legislation, covering policy formulation, international negotiation, and implementation of UK regulations. Since 2003, as an independent Scientific Consultant, he has advised UK agencies on public health preparedness, the security of dangerous CB agents during transport, and codes of conduct in research. He has contributed to WHO guidance on CBRN responses, and as a Visiting Fellow takes part in University of Sussex projects on governance and treaty aspects of CB misuse. He has worked as an Expert for the European Commission on reviews of EU funded non-proliferation measures. As a Principal Consultant to IB Consultancy he contributed to the biological agents list proposals to the EU CBRN Action Plan.
