
Rutger earned a Bachelor’s degree in technical physics at the Rijswijk Technical College in 2004. As a scientist at TNO Defence, Security and Safety he conducted research on airflows in gas masks, activated carbon characterization, test method development and critical infrastructure protection. In 2006 he became a threat analyst at TNO, providing threat analyses of man-made threats for all possible types of CBRN materials, based on the intentions and capabilities of the various actors, ranging from lone wolfs to state actors. These threat analyses served as input for the Dutch intelligence services and international working groups as well as input for consequence models to provide first responder organisations and defense industry with estimates of the consequences of a CBRN incidents and requirements for possible countermeasures. In May 2010, Rutger became a fulltime consultant at IB Consultancy. He is currently the research coordinator of CBRN threat analyses.
