
PlanScan is a new IB Consultancy concept to test your emergency plans against our (or your) CBRNe incident threat scenarios in a ‘safe’ environment. We will simulate the threat and go through your plans to see how they will deal with any threat.
PlanScan is a relatively inexpensive, quick and easy way to determine the effectiveness of your emergency plans. Full-scale exercises are cumbersome and very expensive. Even dry-runs require a large effort, involving decision trees that have to be built, meetings that have to be scheduled and resources. Also, exercises often require top-ranking staff to attend as decision-makers. Finally, from a security perspective, most emergency plans are not specifically tailored towards CBRNe incidents.
Any assessment of security plans, concepts and systems starts with an assessment of the threat. Instead of relying on outdated scenarios based on the Cold War threat (which is often seen), IB Consultancy developed its own extensive contemporary scenario set. Our proprietary scenario set is based on current threats and real attacks. Any assessment of your plans through PlanScan will prepare you better for what could really happen.
In close cooperation with you, IB Consultancy will select the set of scenarios applying to your situation. In the second stage of PlanScan these scenarios are used to go through your plans, one step at a time. This will allow us to determine what would be the effects and consequences of an attack if your plans are carried out. We will then identify the strengths and weaknesses of your plans for each of the different scenarios. Each item in your emergency plan that is seen as a strength or weakness will be recorded in the PlanMatrix. In the third stage of PlanScan this matrix is used to aggregate all data, and to identify the areas where your plan needs improvement.
The findings by IB Consultancy will be laid down in a report. This report includes a summary of the scenarios used, their effects and consequences if your current emergency plans are used, the PlanMatrix that summarises the main strengths and weaknesses of your plans, and recommendations to improve your plans. Naturally, the report will be discussed during a meeting with all stakeholders involved.
