IPACT Toolbox

The best CBRNe countermeasures strategy is non-proliferation. No access to CBRNe components and agents, including knowledge and means of delivery is one of the most effective countermeasures against CBRNe attacks. IB Consultancy developed the IPACT Toolbox to achieve this. IPACT – Implementation Programme Against CBRNe Terrorism – is a toolbox for non-proliferation implementation.

The objective of the IPACT programme is to support countries in the successful implementation of their obligations to prevent the proliferation of weapons of mass destruction and related materials, equipment and technologies. The added bonus is that successful implementation of the IPACT Toolbox also contributes to countering CBRNe terrorism.

The IPACT Toolbox is the first integral approach to the implementation of United Nations Security Council Resolution 1540 in combination with CBRNe crisis management, preparedness and resilience. It helps national governments to implement Resolution 1540, as well as the Chemical Weapons Convention, the Non-Proliferation Treaty and the Biological Weapons Convention.

In 2009 the IPACT Toolbox was launched by Ilja Bonsen – the founder of IB Consultancy – in New York before the United Nations Security Council Resolution 1540 Review Committee. It is now proving itself in the Western Balkans.
